Chemical Substitution Plans

Here you document the study of substituting each carcinogenic, mutagenic or reprotoxic (CMR) agent with a less dangerous one, as required by article 4 of RD 665/1997, quoted under the title. The demo has one plan: replacing trichloroethylene with a water-based degreaser.

1. The list of plans

The columns are “Title”, “CMR Chemical” (the product to be substituted, with the CMR label), “Proposed substitute” (a dash if there is none yet), “Status” and “Actions”.

The status follows the study: “Proposed”, “Under evaluation”, “Approved” and “Implemented”; or “Not feasible” or “Rejected” if substitution is not possible.

2. Creating a plan

1. Click “New Plan”.

2. Choose the “CMR Chemical” and type the “Title” and the description.

3. If there is already a candidate, fill in “Proposed substitute”, its “Substitute CAS number” and the “Target implementation date”.

4. Under “Assessment (RD 665/1997 art. 4)” note the “Justification / expected risk reduction” and the “Technical / economic feasibility”. Click “Create”.

3. Taking the plan to the end

Edit the plan from “Actions” as it progresses: set it to “Approved” when the change is decided and to “Implemented” when the substitute is already in use. Then also update the status of the original product in Chemicals (in the demo, trichloroethylene is “Phasing Out”).

Permissions: creating or editing plans requires write permission; the Chemical management module is open by default to editors and administrators and a read-only user sees the notice “This module is switched off”.
